How Long Does MoCRA Facility Registration Take? A Realistic Timeline for Foreign Brands

By Vincent Cruz

“How long will this take?” is usually the second question foreign brands ask, right after “what does it cost?” The honest answer: the filing itself is fast, but the prerequisites are not. Most of the calendar time goes to one step, the FEI request, which is entirely in FDA’s hands.

Here is a realistic end-to-end timeline, step by step, with the delays that actually happen. For the full compliance picture, see the MoCRA Compliance Guide for Cosmetic Brands.

The short answer

Plan for 3 to 4 weeks from starting to having your facility registration filed, assuming no complications. The FEI request accounts for most of that. If you already have an FEI number, the remaining work can realistically be done in under a week.

Step 1: Request your FEI number (7 to 10 business days, plan for two full weeks)

The FDA Establishment Identifier (FEI) is required before you can file a facility registration. You request it by emailing feiportal@fda.hhs.gov with your facility’s legal name, physical address, contact details, activities at the site, and any existing FDA numbers.

FDA’s own guidance says FEI requests are typically processed in 7 to 10 business days. Note the word “typically.” That is FDA’s language, not a guaranteed turnaround. In practice, plan for two full weeks so an FEI delay does not hold up everything else.

This is the longest-lead item in the whole process and the one you control least. Request it as early as possible, ideally in parallel with gathering the rest of your registration details. Do not wait until everything else is ready. For exactly what to include in the request, see What Is an FDA FEI Number?. Not sure whether you already have one? Run the free FEI check.

Step 2: Confirm your U.S. agent (1 to 3 days)

Foreign facilities must designate a U.S. agent as part of registration. If you already have one, this step is just confirming their details for the filing. If you are choosing one now, allow a few days to compare providers, review the service agreement, and get set up.

Do not leave this to the last minute. The registration cannot be filed without the agent’s information, and rushing this choice is how brands end up with a bad provider. See How to Choose a MoCRA U.S. Agent for a comparison framework.

Step 3: Gather registration details (2 to 5 days)

The facility registration (Form FDA 5066) asks for: facility legal name and address, owner/operator information, the U.S. agent’s details, brand names manufactured or processed at the facility, and product categories. Most of this you already have; the time goes to confirming exact legal names, addresses as FDA expects them, and the full list of brands and categories.

The common slowdown here is coordination: the person filing needs answers from the factory, the brand owner, and sometimes a distributor, across time zones. Start this while the FEI request is pending and it costs you zero calendar time.

Step 4: File via Cosmetics Direct (same day)

Once the FEI is issued and your details are assembled, the actual filing through FDA’s Cosmetics Direct portal is straightforward and can be done in a single session. The portal validates the submission as you go. For a screen-by-screen walkthrough, see Cosmetics Direct: Register Your Facility Step by Step.

Filing is not approval. FDA does not approve cosmetic facility registrations; the registration is recorded. And FDA issues no registration certificates, so do not wait for one to arrive (see FDA’s September 2026 clarification).

Step 5: File product listings (1 to 3 days)

Product listings (Form FDA 5067) are filed by the responsible person for each product, separate from the facility registration. Each listing needs the product name, ingredients, and associated facility information. A brand with a handful of products can finish in a day; a large catalog takes longer purely as data entry. For how the two filings differ, see Facility Registration vs Product Listing.

Putting it together: the realistic calendar

Step Time Can run in parallel?
FEI request 7 to 10 business days (plan 14) Start first, immediately
Choose/confirm U.S. agent 1 to 3 days Yes, alongside FEI
Gather registration details 2 to 5 days Yes, alongside FEI
File via Cosmetics Direct Same day After FEI arrives
Product listings 1 to 3 days After registration details are set

Best case, with an FEI already in hand: under a week. Typical case, starting from zero: 3 to 4 weeks, with the FEI wait dominating. None of these steps individually takes long; the elapsed time comes from sequencing and from FDA’s processing queue.

What actually causes delays

Incomplete FEI requests. The most common delay at step 1. Missing or inconsistent facility details get the request bounced back, restarting the clock. Double-check the legal name, address, and contact information before sending.

Incomplete submissions generally. Across every step, the number one cause of delay is submitting with gaps and having to redo the work. Assemble everything before you start filing.

Waiting until a deadline forces your hand. Brands that start the process because a shipment is held, a retailer asked for proof, or Amazon flagged a listing are already late. The FEI wait cannot be expedited, so a forced start under pressure turns a 3-week process into a crisis. If you sell in the U.S. and have not registered, starting now is the fastest timeline available.

Confusion between the two filings. Some brands file the facility registration and assume they are done, then discover product listings are a separate requirement with separate data. Understand both up front (see the registration vs listing guide).

After you are registered

Registration is not a one-time event. Facility registrations must be renewed every two years, based on your facility’s initial registration date. Cosmetics Direct displays your renewal date, and FDA sends automated reminders to the facility contact and your U.S. agent. Mark the date when you file. Details are in MoCRA Biennial Renewal Explained.

FAQ

Can I expedite the FEI request?
No. FDA processes FEI requests in the order received, typically 7 to 10 business days. There is no expedited channel. The only control you have is submitting a complete, accurate request the first time.

Does FDA “approve” my registration, and how long does that take?
FDA does not approve cosmetic facility registrations. You file the registration and it is recorded. Do not wait for an approval notice that will never come, and do not pay anyone who promises to get your registration “approved.”

How long do product listings take?
The filing itself is quick once your data is assembled. Budget 1 to 3 days depending on catalog size. Listings are filed by the responsible person, which is often the brand owner rather than the factory.

I already have an FEI from another FDA-regulated business. Do I need a new one?
No. Use your existing FEI. Requesting a duplicate causes confusion and delay. Verify what you have with the free FEI check approach described in our FEI guide.

What if my shipment is already detained? Can registration fix it?
Registration alone may not release a held shipment; detention involves the specific compliance failure cited in the notice. See FDA Detained Your Cosmetic Shipment? What to Do Next and start the registration process in parallel so it does not happen again.

How far in advance should I start before launching in the U.S.?
Start at least a month before your planned launch or first shipment. That gives the FEI request its two weeks plus buffer for gathering details, choosing an agent, and filing without rushing.
