Is FDA Cosmetics Registration Free? What MoCRA Really Costs

One of the most common questions about MoCRA compliance has a refreshingly simple answer: registering your cosmetic facility with FDA — and listing your products — costs nothing in government fees. FDA does not charge for cosmetic facility registration or product listing.

But “free from FDA” is not the same as “free overall.” This guide explains exactly what FDA charges (nothing), how that differs from drugs and medical devices (which do carry FDA fees), what you should actually budget for, and how to spot misleading fee claims.

FDA charges $0 for cosmetics registration and listing

FDA’s guidance states it plainly: there is no fee to submit a registration or product listing to FDA under section 607 of the FD&C Act. You can register your facility and list your cosmetic products through Cosmetics Direct without paying FDA anything — no filing fee, no annual fee, and no fee when you renew every two years.

This is by design. Congress built MoCRA’s registration system to maximize participation, not to raise revenue. The goal was getting every cosmetic facility into FDA’s database — and a fee would have been a barrier, especially for smaller manufacturers. Keeping it free removes any financial excuse for staying unregistered.

What “free” covers:

  • Initial facility registration — your first filing in Cosmetics Direct.
  • Product listings — listing each cosmetic product you manufacture or process.
  • Biennial renewals — the required renewal every two years.
  • Updates and amendments — changes to registration information between renewals.

How drugs and medical devices differ

The zero-fee policy is specific to cosmetics. For drugs and medical devices, Congress created user-fee programs under which FDA does charge facilities — and the amounts are substantial.

  • Drugs: Under the Prescription Drug User Fee Act (PDUFA) and the Generic Drug User Fee Amendments (GDUFA), drug establishments pay annual facility fees, and application fees apply to new drug submissions. Establishment registration operates inside this fee-funded system.
  • Medical devices: Under the Medical Device User Fee Amendments (MDUFA), device establishments pay an annual establishment registration fee to FDA.

If your company also manufactures drugs or devices, do not assume the cosmetics rules carry over. The frameworks are entirely separate: cosmetics registration is free, while drug and device facilities operate under Congressionally-mandated fee schedules. Budget accordingly for each product line.

What you actually pay for

While FDA charges nothing, getting registered properly still involves real costs. Here’s where the money actually goes:

  • U.S. agent service. Foreign facilities must designate a U.S. agent, and agent providers charge for representation, filings, renewals, and correspondence handling. Our service, for reference, is a $450 one-time filing fee plus $34.99 per month per facility — see our pricing page for what’s included.
  • Internal staff time. Gathering facility details, product formulations, FEI numbers, authorization letters, and label information takes real hours — especially the first time.
  • Legal or regulatory consulting (optional). Some companies hire consultants to confirm exemptions, review filings, or advise on complex product lines. This is optional, not required by FDA.

The key distinction: you pay for service and expertise, not for government permission. FDA’s door is free; the help walking through it is what costs money.

Red flags: misleading fee claims

Because MoCRA is still relatively new, a crowded market of third-party filers has emerged — and not all of them are transparent about what you’re paying for. Watch for:

  • “FDA filing fees” or “government fees” for cosmetics. No such fee exists. If a provider lists one, that money isn’t going to FDA.
  • Paid “FDA registration certificates.” FDA issues no registration certificates — not for a fee, not for free. Your proof of registration is the accepted submission record. Treat any certificate offered for sale as a red flag.
  • Vague bundled pricing. A legitimate provider itemizes what you get: filing preparation, agent representation, renewal tracking, correspondence forwarding. Be wary of a single large fee with no breakdown.

The bottom line: FDA registration and listing cost $0. Professional help doing it correctly is worth budgeting for. Anyone charging you an “FDA fee” for cosmetics is charging for something that doesn’t exist.

Frequently asked questions

Is there really no fee at all — not even a hidden one?

Correct. FDA’s guidance is explicit: “There is no fee to submit a registration or product listing to FDA under section 607 of the FD&C Act.” That covers initial registration, product listing, renewals, and updates.

Do I need to pay for Cosmetics Direct access?

No. Cosmetics Direct is FDA’s free electronic submission portal. There is no subscription, license, or access fee.

What about product listing — is that free too?

Yes. The no-fee policy covers both facility registration and product listing. Neither carries an FDA charge.

Why do some providers charge hundreds of dollars for “FDA registration”?

They’re charging for their own service — preparing and submitting your filings, and often bundling U.S. agent representation, renewal tracking, and support. That’s legitimate when disclosed honestly. What’s not legitimate is implying the payment is a required government fee.
